Allows enforcing agencies to maintain a registry of owners and premises subject to housing inspection requirements under 1917 PA 167.

Requires owners of multiple dwellings or rooming houses with units offered for occupancy for more than 6 months per calendar year to register with the enforcing agency within 60 days of offering the property for occupancy.

Requires registration to include the owner's name, address of residence or usual place of business, and the property location; includes agent information if the premises are managed by an agent.

Exempts property transfers from triggering new inspection requirements if the transferring and recipient entities have the same owners/members, are under common control, or if the property was inspected within the 2-year period preceding transfer (or longer period if required by local ordinance).
