Allows a licensed mortuary science practitioner to manage up to 2 funeral establishments under a waiver system, replacing the previous prohibition on managing more than 1 establishment.

Requires the waiver applicant to demonstrate that both funeral establishments are located in the same or contiguous counties, within 90 miles of each other, and in counties with below-average state population density.

Establishes a waiver request process requiring submission of the manager's license number, names and license numbers of affected establishments, and supporting documentation of qualifying factors.

Permits the director to deny waiver requests with written notice and allows applicants to appeal denials to the board under section 515.

Takes effect October 6, 2020 (90 days after enactment on July 8, 2020).
