Extends the definition of "juvenile" from less than 17 years of age to less than 18 years of age, effective October 1, 2021.

Restricts secure facility detention for juveniles accused of violating court orders under sections 2(a)(2)-(4) to a maximum of 7 days with specific court findings required, and prohibits renewal or extension of such orders.

Requires mental health and substance abuse assessments within 24-48 hours when juveniles are detained in secure facilities for alleged court order violations, with court hearing to determine appropriate placement.

Establishes competency evaluation and restoration standards for juveniles, including definitions of "competency" and "qualified juvenile forensic mental health examiners" for forensic evaluations.

Effective date: April 4, 2021, contingent upon concurrent enactment of Senate Bills 893 and 894.
