Creates a new "limited production manufacturer" license category allowing persons to purchase beer from brewers or micro brewers and perform manufacturing processes on the purchased beer.

Sets initial and renewal license fees at $1,000.00 for limited production manufacturer licenses.

Requires limited production manufacturers to relinquish ownership of purchased beer to the seller, modify the beer through manufacturing, and maintain records for 3 years; sellers must notify the commission in writing before each sale.

Prohibits limited production manufacturers from holding licenses in wholesaler or retailer tiers, from self-distributing, and from holding financial interests in other suppliers except for beer purchases allowed under this section.

Requires limited production manufacturers to hold a federal brewer's notice from the U.S. Department of Treasury, Alcohol and Tobacco Tax and Trade Bureau and register beer for approval before selling to wholesalers in Michigan; effective immediately upon approval on April 2, 2020.
