Modifies procedures for village officer resignations: resignations of village officers (except the president) must be submitted to the village president and become effective upon receipt; resignations of the village president must be submitted to the village clerk and become effective upon receipt.

Establishes attendance enforcement procedures for village councils: if a council lacks a quorum for more than 60 consecutive calendar days, the presiding officer may compel attendance of board members and other village officers at meetings.

Designates police officers as sergeants-at-arms: any police officer designated by the presiding officer shall serve as sergeant-at-arms to enforce council attendance and orderly conduct during meetings.

Classifies failure to attend as gross neglect of duty: council members or other village officers who refuse to attend meetings without confining illness or extenuating circumstances are guilty of gross neglect of duty.

Effective date: April 2, 2020 (immediate effect).
