SB 714 Summary

• Allows temporary erosion control structures to be installed on shoreland without a permit if water levels of specified Great Lakes are at or above designated elevations (Lake Superior 603.1 feet, Lake Michigan/Huron 581.5 feet, Lake St. Clair 576.7 feet, Lake Erie 573.8 feet).

• Requires property owners to notify the department in writing before installation, providing owner contact information, structure location, and material specifications; structure must be constructed by licensed contractor using department-approved materials.

• Mandates property owners file a permanent erosion control permit application or remove temporary structure within 78 weeks of installation; if permit denied, structure must be removed within 90 days.

• Establishes new section 32312c authorizing above-grade walls constructed with movable brick notwithstanding other provisions of the natural resources act.

• Adds section 32517 detailing temporary erosion control structure requirements and incorporates violation of that section as a criminal offense and potential minor violation under the act.
