Establishes a pilot program for roadside drug testing to detect drivers operating vehicles under the influence of controlled substances in violation of section 625.

Limits pilot program duration to 1 calendar year with funding subject to appropriation.

Requires the Department of State Police to develop written implementation policy and may promulgate rules under the Administrative Procedures Act to administer the pilot program.

Mandates a report to legislative committees within 90 days after pilot program conclusion detailing types of participating law enforcement agencies and statistical data on arrests and convictions resulting from roadside drug testing by certified drug recognition experts.

Defines "certified drug recognition expert" as a law enforcement officer trained to recognize driver impairment from controlled substances and "controlled substance" per the Public Health Code.
