Modifies the definition of "qualified city" under the police and fire protection act to include cities with populations of 15,000 to 70,000 located in counties with populations between 180,000 and 215,000, subject to voter approval.

Requires that any special assessment for fire and police protection in such qualified cities must be approved by a majority of electors in the special assessment district.

Prohibits any increases to approved special assessments unless the increase is first approved by a majority of electors in the special assessment district.

Adds a requirement that townships, incorporated villages, and qualified cities cannot use this act to reduce the number of paid full-time firefighters.

Takes effect immediately upon passage, approved March 17, 2020.
