Replaces "shall" with "must" throughout sections 18 and 30 of the Probate Code's juvenile justice chapter for consistency in mandatory language.

Adds section 31a to establish a 3-year pilot program (October 1, 2020 - September 30, 2023) in 4 counties allowing juveniles ages 10-17 to satisfy up to $1,000 or 50% of restitution owed through community service valued at the state minimum wage per hour.

Requires the juvenile restitution for community service program to track community service hours, distribute credits monthly to victims, and notify courts of credited amounts; prioritizes referral of juveniles under age 15.

Allows courts to refer eligible juveniles to the program if they cannot pay restitution through other means and meet indigency requirements (family income below 125% of federal poverty level or receiving public assistance).

Requires the state court administrative office to submit a report within 90 days after the pilot program concludes with statistical data on participant numbers, victim restitution amounts, funding sources, and recommendations for statewide implementation.
