• Amends the Motor Fuels Quality Act to replace "pursuant to" with "under" in multiple sections for grammatical consistency.

• Corrects capitalization of "American Society for Testing and Materials" to "American Society for Testing and Materials International" throughout the statute.

• Replaces "shall" with "must" in sections 3, 7, 8, and 9k to modernize the statutory language.

• Authorizes the governor to grant temporary variances suspending low vapor pressure fuel requirements during declared emergencies if necessary to prevent fuel supply disruptions, with allowable vapor pressure not to exceed 9.0 psi.
