Changes language in Section 722a from "shall" to "must" regarding restrictions on transporting flammable liquids, gases, and compressed flammable gases in bulk by certain trucks and trailers.

Establishes penalties in Section 722a of up to $3,000 in fines or up to 90 days imprisonment for owners, drivers, or shippers who violate flammable material transport restrictions.

Suspends all state and local seasonal load restrictions and noise/timing restrictions on goods delivery during the state of emergency declared under Executive Order 2020-33.

Requires the state transportation department and local authorities to issue permits allowing vehicles to exceed nonseasonal local weight restrictions during the declared emergency for qualifying deliveries.

Defines "deliveries that meet immediate public needs" to include COVID-19 medical supplies, sanitation equipment, emergency food restocking, temporary housing facilities, and personnel for medical or emergency services.
