SB 877 Summary

• Amends the state personal identification card law to add a "communication impediment" designation for individuals with conditions affecting police communication, including deafness or autism spectrum disorder.

• Establishes that law enforcement can access emergency contact information and communication impediment designations that cardholders voluntarily provide to the Secretary of State.

• Adds provisions allowing individuals to obtain duplicate identification cards within 12 months of expiration by paying a $10.00 fee, or to renew early if the card will expire within 12 months.

• Extends the validity of identification cards expiring on or after March 1, 2020 until September 30, 2020 as an emergency measure.

• Takes effect immediately upon Governor's approval on July 1, 2020.
