Requires health insurers delivering, issuing, or renewing health insurance policies with prescription drug coverage to provide emergency refills of up to 60-day supplies of covered maintenance prescription drugs.

Requires insurers to provide early refills of 30-day or 60-day covered maintenance prescription drugs to allow up to 90-day supplies at both mail order and in-person pharmacies.

Defines "emergency refill" as a refill where failure to refill may interrupt ongoing care and have significant adverse effects on patient well-being, consistent with the Public Health Code.

Provisions apply only from the effective date (December 29, 2020) through March 31, 2021.

Act takes effect immediately only if Senate Bill No. 920 of the 100th Legislature is enacted into law.
