SB 0880 Summary

• Suspends scope of practice, supervision, and delegation requirements for licensed health professionals during the COVID-19 emergency declared in Executive Orders 2020-30 and 2020-49 to allow provision of medically necessary services within designated health care facilities.

• Allows physician assistants, advanced practice registered nurses, registered professional nurses, and licensed practical nurses to provide services without required physician supervision or written practice agreements during the emergency.

• Permits students in health professions programs and out-of-state licensed health professionals in good standing to volunteer or work in designated health facilities without state licensure, with immunity from criminal prosecution and civil liability.

• Waives examination, fingerprinting, and continuing education requirements for licensure renewal while the emergency declaration is in effect, and allows hours worked responding to COVID-19 to count toward continuing education.

• Grants pharmacists emergency authority to dispense up to 60-day refills of non-controlled prescription drugs, operate temporary pharmacy locations, dispense COVID-19 treatments, substitute therapeutically equivalent drugs during shortages, and conduct remote oversight of pharmacy staff.
