Amends MCL 436.1231 to clarify the Michigan Liquor and Cannabis Regulatory Agency's authority to supply types of alcoholic liquor demanded by the public and corrects grammatical language in existing statute.

Adds new MCL 436.1231a establishing a cash buyback program allowing the commission to repurchase spirits ordered by licensees before March 16, 2020.

Limits buyback eligibility to licensees holding Class C, B-Hotel, G-1, Club, Continuing Care Retirement Center, Aircraft, Watercraft, or Train license types.

Requires licensees to submit buyback requests by 5 p.m. on April 26, 2020, with the commission advancing 100% of the purchase price for eligible spirits inventory.

Commission holds legal title to repurchased spirits but does not take physical possession until 90 days after Executive Order No. 2020-4 expires; licensees may repay the full amount to retain ownership.
