SB0896 Summary

• Amends the Emergency Management Act to add "industry emergency management representative" as a defined term representing statewide business organizations in emergency management coordination.

• Requires the emergency management division to obtain input from a bipartisan legislative workgroup and mandates (rather than permits) implementation of all emergency management activities including surveys, training, rules, and guidelines.

• Establishes that industry emergency management representatives must participate in secure communication processes and public meetings with the division, district coordinators, and emergency management coordinators during declared states of disaster or emergency.

• Requires the director to appoint 5 industry emergency management representatives (2 nominated by senate majority leader, 2 by speaker of house, 1 additional) to serve 4-year terms or until emergency termination, whichever is longer, with representatives serving without compensation.

• Mandates annual reporting to the legislature by January 1st on the emergency management plan status, equipment/supply stockpiles, emergency division activities, and recommendations from industry representatives.
