Allows manufacturers to hold both an on-premises tasting room permit and an off-premises tasting room license at the same location under specified conditions, including brewers/micro brewers with only those licenses, or micro brewers/small distillers/small wine makers licensed before October 1, 2018.

Establishes that wine makers, small wine makers, distillers, small distillers, and brandy manufacturers may operate up to 5 off-premises or joint off-premises tasting room locations where alcoholic liquor is sold by the glass, with unlimited locations for sample-only service.

Requires manufacturers to designate at application whether tasting rooms will sell by the glass or provide samples only, with the designation being permanent and unable to be changed after issuance.

Permits manufacturers to add nonalcoholic or alcoholic mixing ingredients to sampled or purchased alcoholic liquor consumed on approved tasting room premises.

Contains no effective date as the bill is tied to the enactment of Senate Bills 1138, 1139, and 1140, all of which were pocket vetoed by the Governor.
