Beginning October 1, 2020, all regular and special elections must be conducted by absent voter ballot only, with clerks sending absent voter ballot applications to all registered electors 60 days before each election.

Eliminates in-person polling places and voting booths; replaces with absent voter counting boards that process ballots starting at 7 a.m. on election day, with ballots counted and tabulated centrally rather than at precinct locations.

Modifies election day hours and procedures by changing references from "polls open/close" to "7 a.m. to 8 p.m." and removes requirements for physical polling place locations, election inspectors at polling places, and precinct-level ballot boxes.

Expands absent voter ballot access by requiring clerks to be available at least 8 hours on the Saturday or Sunday before election day to issue and receive absent voter ballots, and establishes procedures for electronic ballot transmission to uniformed services and overseas voters.

Repeals 16 sections of election law related to in-person voting procedures, including provisions for polling places, election day voting booths, precinct-level election inspectors, and paper ballot processing at individual precincts.
