• Prohibits landlords from attempting to recover possession of rental property through judicial or nonjudicial means during declared emergencies (public health crises, epidemics, pandemics, or natural disasters).

• Bars courts from advancing eviction actions, entering possession judgments, or issuing eviction writs or restitution orders for residential leases during declared emergencies.

• Prohibits landlords and mortgage/land contract holders from charging late payment or non-payment penalties during declared emergencies and prevents courts from entering judgments including such penalties.

• Allows tenants to terminate leases during declared emergencies by providing written notice to landlords stating the termination date and vacating by that date.

• Prohibits foreclosure actions on mortgages and land contracts for owner-occupied residential properties during declared emergencies, including advertisement foreclosures, with remedies available for violations including attorney fees and actual costs.
