SB 925 Summary

• Replaces "shall" with "must" in teacher evaluation requirements under the Teacher Tenure Act for both probationary and continuing tenure teachers.

• Temporarily suspends strict compliance with performance evaluation procedures for the 2019-2020 school year, waiving assessments for most teachers except those already on individualized development plans as of March 13, 2020.

• Allows teachers rated highly effective or effective on 2019-2020 evaluations (under modified COVID-19 criteria) to accrue time toward completing probationary periods and to maintain continuing tenure status.

• Permits extension of individualized development plan timelines and waiver of specific goals when data or information is unavailable due to COVID-19 emergency responses, school closures, or executive orders.

• Requires school districts with collective bargaining agreements to implement these provisions consistently with their existing contracts; ties bill enactment to passage of SB 873 and SB 875.
