Allows small wine makers and out-of-state entities equivalent to small wine makers to sell and deliver wine directly to Michigan retailers, subject to specific conditions.

Requires that retailers receiving direct deliveries are not in exclusive sales territories where the wine maker has granted exclusive rights to a wholesaler under section 307.

Mandates wine sales and deliveries must be conducted by employees (not agents) of the wine maker using the wine maker's own vehicles.

Limits small wine makers to selling no more than 31,000 gallons of wine per year total across all brands and labels, excluding on-premise consumer sales at the wine maker's location.

Bill takes effect only if Senate Bills 1138, 1139, and 1140 are also enacted into law.
