Authorizes specially designated distributors to sell up to 120 liters of spirits annually to on-premises retailers, with retailers limited to purchasing 120 liters annually from all specially designated distributors combined, effective March 1, 2020.

Establishes monthly electronic reporting requirement for on-premises retailers that purchase spirits under the specially designated distributor provision, with the commission to set reporting methods within 30 days of the act's effective date.

Permits manufacturers holding multiple license types to jointly operate tasting rooms on or off manufacturing premises, with off-premises tasting rooms limited to no more than 5 locations per manufacturer or combination of licenses, except unlimited locations for sample-only sales.

Allows manufacturers to add nonalcoholic or alcoholic mixing ingredients manufactured by themselves to sampled or purchased alcoholic liquor consumed on tasting room premises.

Enables manufacturers to refund or replace beer or wine sold to wholesalers retroactive to March 1, 2020 if the wholesaler previously refunded or replaced products to retailers, or if beer or wine became outdated while in wholesaler possession.
