Establishes the Coronavirus Task Force on Racial Disparities within the Department of Health and Human Services, consisting of the lieutenant governor, department director, chief medical executive, and 24 diverse members appointed by the governor.

Task force serves as advisory body to study racial disparities related to COVID-19 and recommend actions to address disparities in health care access, medical bias, environmental factors, and pandemic response systems.

Requires task force to perform outreach to community leaders, partner organizations, tribal governments, and local officials in coronavirus-impacted areas, and to inform the public about racial disparities and task force work.

Grants task force authority to establish advisory workgroups, conduct investigations and hearings, consult with experts, hire contractors, and accept donations to fulfill its duties.
