• Establishes graduated penalties for unsafe storage: felony of up to 5 years/up to $5,000 if a minor obtains and uses an unsecured firearm causing injury or death; misdemeanor of up to 93 days/up to $500 if minor obtains firearm and displays it publicly or recklessly.

• Exempts safe storage requirements when minors obtain firearms with parental permission for employment, ranching, farming, hunting, target practice or firearm safety instruction; or through unlawful entry/theft; or in lawful self-defense.
