Amends the governor's emergency powers under 1945 PA 302 to restructure the types of orders, rules, and regulations that may be issued during a declared state of emergency.

Reorganizes six categories of permissible emergency orders into subsections (a) through (f), including control of traffic, designation of restricted zones, control of public assembly, curfew establishment, control of alcohol sales, and control of explosives or flammable materials.

Prohibits the seizure, taking, or confiscation of lawfully possessed firearms, ammunition, or other weapons during a state of emergency.

Requires the governor to consult with public officials and community leaders in affected counties before issuing emergency orders, rules, or regulations.

Allows counties to petition the governor for release from stay-at-home requirements by detailing how they will protect public health.
