Expands permissible uses of school district sinking fund tax revenues to include purchasing school buses, in addition to existing uses for school buildings, security improvements, and technology.

Prohibits sinking fund tax revenue from being used for school bus driver compensation or costs relating to servicing or maintaining school buses.

Replaces vague statutory references with specific date "March 29, 2017" and updates mandatory language from "shall" to "must" throughout the section.

Takes effect 90 days after enactment into law.
