Establishes a beach nourishment permit program requiring permits from the Department of Environment, Great Lakes, and Energy for depositing sand to mitigate beach erosion in Michigan.

Allows eligible applicants (state parks, recreation areas, political subdivisions, residential property owners with at least 2 contiguous miles of beach requiring nourishment) to apply for permits with required information including site ownership, authorization from littoral owners, and sand transportation methods.

Sets a 14-day processing period for beach nourishment permit applications after the application period closes.

Requires the department to inspect both the sand extraction and deposition sites and consider impacts to public health, safety, welfare, and the environment before issuing permits.

Adds beach nourishment permits under section 33709 to the list of environmental permits regulated under the Natural Resources and Environmental Protection Act.
