Amends the absent voter ballot application process under Michigan election law to clarify existing procedures for applying for and submitting absent voter ballots during primary and general elections.

Establishes three new felonies: submitting absent voter ballot applications using another person's name and personal identification information without consent; knowingly submitting multiple absent voter ballot applications for a single person; and submitting absent voter ballot applications containing false information or forged signatures.

Requires absent voter ballot applications to include specific warnings about citizenship requirements, instructions for applicants, and a certificate for authorized registered electors who return applications on behalf of applicants.

Maintains existing restrictions on when ballots can be issued (not after 4 p.m. the day before an election) and sent by mail (not after 5 p.m. on the Friday before an election).

Effective immediately upon enactment.
