Amends the State School Aid Act of 1979 to appropriate funds for fiscal year ending September 30, 2021 (changed from 2020).

Blank appropriation amounts are inserted for state school aid fund, general fund, and community district education trust fund, replacing previous specific dollar amounts ($13.3 billion, $62.6 million, and $75.4 million respectively).

Removes appropriations from the MPSERS retirement obligation reform reserve fund ($1.9 million) and water emergency reserve fund ($100) that were previously included.

Updates statutory language in section 17b by replacing "shall" with "must" in three locations regarding payment schedules and grant payments to school districts.

Maintains the existing 11-installment payment schedule for distributing state aid to districts and intermediate districts throughout the fiscal year.
