Establishes the "Law Enforcement Disciplinary Act" requiring law enforcement officers to refrain from using excessive force during their duties.

Mandates that law enforcement officers who observe another officer using excessive force must intervene verbally or physically to stop it.

Requires each law enforcement agency to adopt written policies addressing investigation of excessive force allegations and disciplinary action against officers who fail to intervene.

Mandates written policies include investigation procedures, disciplinary processes, and due process safeguards meeting state and federal constitutional requirements.

Makes violations of the act a misdemeanor punishable by up to 1 year imprisonment, a fine of up to $1,000, or both.
