Increases the maximum weekly unemployment benefit rate from $362.00 to $603.00 for claims filed on or after July 25, 2020, with annual adjustments based on the Consumer Price Index starting October 1 each year.

Raises the dependent allowance from $6.00 to $20.00 per dependent (up to 6 dependents maximum) for calculating weekly benefit rates, effective for new claims.

Increases the maximum number of weeks of benefits from 20 weeks back to 26 weeks for eligible individuals filing initial claims on or after July 25, 2020, while maintaining the 14-week minimum.

Changes the benefit reduction rate for partial earnings from 40 cents to 50 cents per dollar of remuneration earned, and adjusts the total earnings cap from 1-3/5 times to 1-1/2 times the weekly benefit amount.

Takes effect 90 days after enactment into law.
