Prohibits denying food assistance to individuals with outstanding felony warrants, except when law enforcement is actively seeking them for the warrant.

Exempts individuals with outstanding felony warrants for drug possession, distribution, or use violations under Part 74 of the Public Health Code from food assistance ineligibility restrictions.

Denies cash assistance to individuals subject to arrest under outstanding felony warrants or who have absconded from corrections supervision, unless federal approval requirements prevent application.

Requires the Department of Social Services to review information from state police and corrections department to determine eligibility based on outstanding warrants and abscond status.

Establishes that individuals convicted of felony drug offenses are exempt from federal prohibitions on food assistance eligibility under 21 USC 862a, allowing Michigan to provide benefits to this population.
