SB 1011 Summary

• Amends MCL 380.1231 to allow school districts to contract with qualified teachers and instructional personnel if the district provides virtual courses or has adopted e-learning day programs.

• Adds MCL 380.1851b establishing requirements for e-learning day programs that school districts, intermediate school districts, and public school academies may adopt or renew by board resolution.

• Requires e-learning day programs to meet 13 specific standards including: ensuring all pupils have access, providing at least 5 hours of daily instructional content, providing necessary technology or nonelectronic alternatives, and accommodating special education and English language learner needs.

• Mandates public hearings with at least 10 days' notice before adoption or renewal of e-learning programs, with opportunity for public comment on program terms.

• Limits e-learning days to the number that can be counted toward instructional days under the state school aid act and requires annual renewal of adopted programs; takes effect only if SB 1012, SB 1013, and SB 1014 are also enacted.
