Redefines "attendance" to include instruction provided in-person, online, digitally, or remotely in synchronous or asynchronous format, expanding beyond traditional daily in-person requirements.

Adds new subsection 6(4)(mm) allowing districts to count pupils receiving remote instruction in membership if requested by parent or necessitated by COVID-19 health and safety concerns, provided instruction aligns with grade-level academic standards.

Creates a 9-member Pupil Accounting and Pupil Auditing Manual Oversight Committee within the Department of Education to annually review and recommend updates to pupil accounting and auditing manuals, with department required to adopt all committee recommendations.

Requires districts to administer at least one approved benchmark assessment in reading and mathematics to all pupils in grades K-8 within 30 days of start of 2020-2021 school year (or following semester if full in-person instruction delayed), with department approving 3-4 assessments and making at least one available at no cost.

Makes bill effective only if Senate Bills 1011, 1012, and 1014 are also enacted into law.
