Expands the definition of "public body" under the Freedom of Information Act (FOIA) to include the legislative branch of state government, removing previous exemptions for the governor, lieutenant governor, and their executive offices.

Adds new definitions to FOIA for cybersecurity-related terms including "cybersecurity assessment," "cybersecurity incident," "cybersecurity plan," "cybersecurity vulnerability," and "field name" to clarify what information can be withheld for security purposes.

Creates new exemptions from disclosure for cybersecurity plans, assessments, and vulnerabilities (section 13(y)) and information that could identify persons vulnerable to cybersecurity incidents or disclose their cybersecurity practices (section 13(z)).

Removes a provision that previously prohibited withholding public records transferred to the executive offices of the governor or lieutenant governor after a FOIA request was received by another state agency.

Makes minor technical corrections including standardizing language from "shall" to "is" or "will" and capitalizing "Social Security" in references to Social Security numbers.
