Creates an 11-member advisory committee within the Department of Education to aid in determining criteria for excused student absences under existing section 1561.

Committee membership includes the superintendent of public instruction, law enforcement representative, lawyer with education background, certificated teacher, education policy expert, two racial equity advocates, three community members representing students/parents, and a school counselor or social worker.

Governor appoints all members within 90 days of the effective date, with 3-year terms; members with less than 50% attendance in a calendar year automatically vacate their position.

Committee must hold its first meeting within 180 days, meet at least quarterly thereafter, operate as a public body under Michigan's open meetings act, and maintain records subject to the freedom of information act.

Members serve without compensation but may be reimbursed for actual and necessary expenses; bill takes effect only if Senate Bill No. 1028 of the 100th Legislature is also enacted.
