Transfers $476,500.00 from the Michigan craft beverage council fund to the general fund for the fiscal year ending September 30, 2020.

Establishes that money remaining in the Michigan craft beverage council fund at the close of fiscal year must remain in the fund and not lapse to the general fund.

Authorizes annual expenditures from the fund not exceeding $80,000 for the Department of Agriculture and Rural Development to administer grants programs.

Requires not less than 50% of remaining expended money be allocated for grants under section 303(7)(a), with additional funding for grants under section 303(7)(b) and Michigan craft beverage council operations.

Takes effect immediately upon Governor's approval on October 15, 2020.
