Transfers $2,000,000 from the solid waste staff account of the solid waste management fund to the general fund for the fiscal year ending September 30, 2020 only.

Transfers $4,000,000 from the scrap tire regulatory fund to the general fund for the fiscal year ending September 30, 2020 only.

Establishes a new coal ash care fund within the state treasury for coal ash impoundments and landfills, with permitted expenditures for permitting, inspections, enforcement, and postclosure activities.

Requires the Department of Environment, Great Lakes, and Energy to submit annual reports by March 1 detailing solid waste management activities, including application processing statistics, inspection numbers, enforcement actions, and fund revenues.

Takes immediate effect upon enactment on October 15, 2020.
