Allows fund balances to carry over at fiscal year-end rather than lapsing to the general fund.

Waives registration fees for 90 days for individuals who prove indigence to their local law enforcement agency or sheriff's department.

Transfers $3,400,000.00 from the sex offenders registration fund to the general fund for the fiscal year ending September 30, 2020 only.
