Creates office of state poet laureate within the Department of Education, housed in the Library of Michigan.

Governor may appoint 4 state poets laureate (one each for Upper Peninsula, northern lower Michigan, southwest lower Michigan, and southeast lower Michigan) serving at governor's pleasure until governor leaves office.

Each state poet laureate must be a Michigan resident and serves without compensation, though may be reimbursed for actual and necessary expenses.

Office receives no state or federal funds for operations but may accept private donations restricted to office operations.
