Transfers $24,000,000.00 from the marihuana registry fund to the Michigan set aside fund for the fiscal year ending September 30, 2021.

Amends the medical marihuana program regulations under MCL 333.26426 regarding the marijuana regulatory agency's administration of registry identification cards for qualifying patients and primary caregivers.

Maintains existing requirements for registry card applications including written physician certification, proof of Michigan residency, patient information, and physician contact details.

Establishes that a primary caregiver may assist no more than 5 qualifying patients, and each qualifying patient may have no more than 1 primary caregiver.

Requires the marijuana regulatory agency to approve or deny applications within 15 business days and issue cards within 5 business days of approval, with cards expiring 2 years after issuance.
