Authorizes the Department of Technology, Management, and Budget to transfer state-owned property in Bethany Township, Gratiot County (approximately 21.53 acres) to the state land bank authority.

Requires approval from the state administrative board before any transfer can occur and requires the Department of Attorney General to approve the legal form of the jurisdictional transfer affidavit.

Directs the state land bank authority to convey the transferred property in accordance with the Land Bank Fast Track Act and deposit net revenue from the sale into the Land Bank Fast Track Fund.

Defines "net revenue" as sale proceeds minus reimbursement for department costs including administrative expenses, environmental remediation, legal fees, and litigation costs related to the conveyance.

Makes the Department of Environment, Great Lakes, and Energy responsible for all maintenance expenses of the property until the time of transfer.
