Creates a fund-raising registration plate recognizing the Upper Peninsula, to be designed by the Secretary of State in conjunction with the Great Lakes Sports Commission and featuring the Upper Peninsula map outline.

Vehicle owners may apply to obtain the Upper Peninsula fund-raising plate instead of a standard registration plate.

Donation money from sales of the fund-raising plates is transferred by the Secretary of State to the State Treasurer for credit to the newly created Great Lakes Sports Commission fund.

Establishes the Great Lakes Sports Commission fund within the state treasury to receive and invest money, with earnings remaining in the fund and not lapsing to the general fund.

Requires the State Treasurer to disburse fund money to the Great Lakes Sports Commission on a quarterly basis, with the Commission submitting annual expenditure summaries beginning no later than March 31, 2021.
