• Creates a foster care task force within the legislative council to comprehensively review Michigan's foster care data, statutes, and practices and compare them to top-performing states.

• Task force shall consist of 17 members representing all three branches of government, including judges, caseworkers, foster youth, foster parents, and other child welfare stakeholders, with appointments made by the Chief Justice, Governor, and legislative leaders.

• Task force must identify disparities between Michigan and top-performing states on seven national child welfare outcomes and develop legislative, administrative, and judicial recommendations to improve foster care outcomes.

• Task force shall submit a comprehensive report to state leadership within 18 months of the effective date and is dissolved upon submission.

• Creates the Michigan Foster Care Task Force Fund to receive and manage federal funding, grants, and donations to support the task force's operations.
