Amends the Open Meetings Act to allow public bodies to accommodate absent members due to military duty, medical conditions, or declared states of emergency/disaster through remote participation with two-way communication.

Requires remote-attending members to make public announcements at meeting outset identifying their location (by county, city, township, village, or state) unless absent for military duty, and mandates public notice procedures for absent members.

Permits fully electronic meetings through telephonic or video conferencing under the following timeline: any circumstances through December 31, 2020; military duty, medical conditions, and declared emergencies through December 31, 2021; military duty only after January 1, 2022.

Requires public bodies maintaining websites with monthly agenda or minutes updates to post advance notice of electronic meetings at least 18 hours beforehand, including explanation of why the meeting is electronic, how to participate, contact information for members, and accessibility for persons with disabilities.

Allows public bodies to use technology for typed public comments during electronic meetings and permits members participating remotely to be considered present and in attendance for all purposes; effective immediately upon passage.
