Creates a 5-member appeals board within the Michigan Veterans' Facility Authority to hear appeals regarding admissions decisions, involuntary dismissals, and cemetery interment requests at Michigan veteran homes.

Board composition includes one member each selected from lists submitted by the American Legion, Veterans of Foreign Wars, and Disabled American Veterans, plus two additional members who are veterans with interactions at veterans' facilities within the last 2 years.

If the authority board finds submitted candidates unqualified, the nominating organization has 14 days to submit a new list of 3 individuals or the vacancy is filled by someone meeting the veteran member criteria.

Existing rules (R 32.71 to 32.89 of the Michigan Administrative Code) established by the prior board of managers remain in effect unless they conflict with this act and may be amended or rescinded by the authority.

Appeals board decisions are considered authority decisions and may be appealed to circuit court, though the authority board retains the right to review and alter any appeals board decision.
