Establishes the Michigan Veterans' Facility Authority as an autonomous entity within the Department of Military and Veterans Affairs to oversee and govern Michigan veteran homes and long-term care facilities for veterans and dependents.

Creates a board of directors composed of the department director, three representatives from congressionally chartered veterans' organizations, three additional members with healthcare/finance expertise (one from Upper Peninsula), and one member each appointed from lists provided by the senate majority leader and house speaker.

Defines eligibility for admission to veterans' facilities as veterans eligible for U.S. Department of Veterans Affairs health care or financial assistance, and dependents of eligible veterans, with residents required to pay per diem rates based on income and assets.

Requires quarterly reports to the governor and legislative committees detailing staffing levels, patient complaints, pharmaceutical management, security, patient fund accounting, and resident deaths at each facility.

Repeals four prior public acts (1885 PA 152, 1921 PA 15, 1901 PA 54, and 1905 PA 313) governing veterans' facilities and transfers oversight of post funds, posthumous funds, and operation funds to the new authority; effective date March 24, 2021, contingent on enactment of Senate Bill 1109.
