Creates the "Stormwater Utility Act" authorizing local units of government (cities, villages, townships, counties) to establish stormwater management utilities and collect fees from property owners based on stormwater runoff.

Requires local units adopting a stormwater utility to first adopt a stormwater management plan by resolution that includes service area, service levels, cost projections, impervious surface inventory, and fee calculation methods, with public notice and at least one public hearing.

Establishes stormwater utility fees proportionate to each property's use of the stormwater system, with fee calculation methods including impervious area, equivalent residential units, intensity of development, or equivalent hydraulic area methods approved by licensed engineers.

Requires all collected stormwater utility fees to be deposited into a dedicated stormwater fund used only for stormwater system operation, maintenance, planning, construction, administration, and education, with annual audit reports posted publicly.

Provides property owners with appeal rights to a 3-member appeals board (including 2 licensed professional engineers not employed by the local unit) to challenge fee determinations, with appeals limited to one year after billing and sole remedy being prospective fee recalculation upon a successful appeal.
