Defines key terms including "affordable housing" (housing costing no more than 30% of occupants' income), "area median income" (median household income adjusted for family size), and "poverty rate" (percentage of residents with income below federal poverty level).

Requires municipalities with a poverty rate of 20% or greater to use the current United States Department of Housing and Urban Development Metropolitan Fair Market Rent Area specific to that municipality when designating area median income for affordable housing determinations in their housing ordinances.

Takes effect 90 days after enactment into law.
