Amends the 1988 Public Act 226 to prohibit local governmental units from enacting, maintaining, or enforcing ordinances that control rental amounts for private residential property.

Creates an exception allowing rent control ordinances if authorized under the "rent limitation and specific tax authorization act."

Preserves the right of local units to manage residential property in which they have a property interest.

Permits local units to adopt ordinances using voluntary incentives and agreements to increase the supply of moderate- or low-cost rental properties.

Takes effect 90 days after enactment, conditioned on Senate Bill No. 1132 of the 100th Legislature also being enacted into law.
